Terminology

Civic Doctrine

Witchborn refers to the recognized peoples of Jericha as a whole, including all sapient species protected under Lawful authority. A registered Witchborn has identity, rights, property, resurrection consent, and civic status recorded by the Lawful. An unregistered Witchborn is not outside the law, but their rights, protections, and obligations may be subject to tribunal review until registration is resolved.

The Sanctity of Life

Capital Crime

Unlawful permanent harm to a registered Witchborn is a Capital Crime.

The murder, maiming, rape, torture, or permanent unlawful alteration of any registered Witchborn is a Capital Crime. Punishment may include execution, permanent imprisonment, exile, conscription, or magical containment, subject to tribunal ruling.

The Rights of the Dead

Class-A Crime

Unauthorized necromancy against a registered Witchborn is a Class-A Crime.

No soul shall be revived, bound, questioned, reanimated, preserved, or restored against its will. Consent must be verified by divine, arcane, or Lawful-certified means and recorded by a recognized Lawful officer, licensed clergy, or approved tribunal witness.

Protection of Property

Class-A Crime

Major property crimes begin at 1,000 gp in Lawful Equivalent Value.

Theft, destruction, fraud, sabotage, or unlawful seizure of property exceeding 1,000 gp in Lawful Equivalent Value constitutes a Class-A Crime. Property exceeding 5,000 gp may be treated as a civic threat if its loss endangers public order, infrastructure, trade, or magical stability.

The Anti-Slavery Doctrine

Capital Crime

Abuse, concealment, trafficking, or forced labor beyond tribunal terms is a Capital Crime.

No Witchborn shall own, sell, bind, breed, traffic, or enslave another Witchborn. Unregistered Witchborn may be placed under temporary indenture only by order of a Lawful tribunal, pending identity review, civic risk assessment, and an offer of registration if applicable.

The Relic Recovery Mandate

Class-A Crime

Failure to report a relic is Unlawful Relic Possession.

Any adventurer, arcan agent, licensed guild, mercenary company, or private citizen who discovers a relic must report it to the nearest Lawful office. Relics include magical, void-touched, dragon-touched, Centrum-era, divine, cursed, sentient, historically restricted, or otherwise risky items. A finder may retain the relic by paying a 10% Recovery Tax, surrender it for a 1% Finder's Reward, or petition for legal ownership if it requires Required by Law attunement, civic registration, or supervised use.

Required by Law Attunement

Class-A Crime

Unauthorized attunement to a restricted item is Unlawful Attunement.

Certain magical items, void-touched objects, relics, weapons, armor, and wondrous items may be designated Required by Law. No Witchborn may legally attune to, sell, transfer, conceal, or carry such an item without Lawful registration. These items may require a registered owner, recorded attunement holder, 10% attunement fee, periodic inspection, and surrender upon tribunal order.

The Sanctity of Nature

Capital Crime

Environmental crimes involving void magic, relic misuse, or mass civilian harm may become Capital Crimes.

The land, sea, sky, and living systems of Jericha shall not be despoiled beyond repair. Void incursions, ecological ruin, reckless magic, industrial poisoning, dragon-blood contamination, mass blight, or any act that permanently alters the natural world may be charged as an Environmental Crime.

Civic Registration

Tribunal Offense

Falsifying registration, exploiting unregistered Witchborn, or denying eligible registration is a tribunal offense.

All Witchborn dwelling, working, adventuring, trading, studying, or holding property within Lawful-recognized territory are subject to civic registration. Registration establishes legal standing, property rights, trial rights, resurrection consent records, inheritance status, and protection under the Laws of Jericha.

Tribunal Authority

Civic Doctrine

Tribunals may impose fines, restitution, imprisonment, exile, conscription, transformation, containment, execution, or other lawful remedies.

All major crimes shall be judged by a Lawful tribunal under the observation of The Eye of the Law. Tribunals may consider intent, harm, civic risk, magical influence, void contamination, divine interference, coercion, and prior record.

Crimes Against Civic Order

Capital Crime

Mass death, permanent civic destabilization, or successful void incursion can elevate these acts to Capital Crimes.

Treason, mass panic, unlawful insurrection, sabotage of public infrastructure, interference with Lawful officers, conspiracy with hostile powers, or concealment of void-touched threats may be charged as Crimes Against Civic Order.
