The Decree on the Classification of Species is an old discriminatory legal framework that ranked peoples into Scholars, Gifted, Brutes, Critters, Monsters, and Forbidden. It is useful not as modern law, but as historical evidence for how registration, species prejudice, academy access, and civic rights were once weaponized.
Classes
Old law ranked personhood by species and magical acceptability.
The decree sorted peoples into legal classes: Scholars received full arcane and civic access; Gifted were allowed limited study by sponsorship; Brutes were pushed toward labor; Critters were treated as property; Monsters were bounty targets; and Forbidden peoples were subject to report, purge, exile, or worse.
Nullborn
Nullborn law shows how old registries erased people by paperwork.
The decree prohibited unions between Scholar-class peoples and lower classifications. Children of such unions were labeled Nullborn and denied spell licensing, educational admission, institutional trust, and civic record recognition.
Academies
Old education law protected power by controlling who could learn.
Academy access was restricted by classification. Scholar-class individuals could attend and govern; Gifted required approval; Brutes, Critters, Monsters, and Forbidden peoples were barred from institutional grounds under threat of arcane punishment.

The decree is a historical warning, not a recommended system.
Greta Wunsch's later commentary calls the decree a structure for deciding who counts, not a neutral guide to magic. Her reading is the clearest lens: the document matters because its assumptions still echo inside registries, licensing, and fear of unfamiliar peoples.
