Lawful LEV and Attunement Tax

LEV, or Lawful Estimated Value, is the Lawful office's working value for a magic item, relic, weapon, armor, tool, or treasure packet. It determines taxes, attunement fees, property-crime thresholds, audit pressure, and what paperwork follows an adventurer after the dungeon is over.
